History Of The Planning Board
In the early 1990s, the Town Board of Parishville created an advisory board called the Town Planning Board, which consisted of 7 members. The purpose of the Town Planning Board was to advise the Town Board on planning issues and to create and maintain a Comprehensive Plan which would promote planned development throughout the town. In its infancy, the Planning Board had researched and drafted a Comprehensive Plan and Subdivision Regulations as part of its duties. The finalized Comprehensive Plan, together with a Site Plan Review Law and Subdivision Regulations were presented to the Town Board for adoption in 1996. The adoption of the Comprehensive Plan served its purpose, but required regulations to be Town-wide and did not allow flexibility between the rural open-space regions and the more densely populated or commercially developed areas within the Town.
Through time it became apparent that the Comprehensive Plan was not sufficient to handle the ever changing needs of land use and development issues throughout Parishville. In 1998, the Planning Board members undertook the task of researching and designing a Land Use and Development Plan for the Town. Through the creation of land use zones, and incorporating special use permits, subdivision regulations and site plan review the Planning Board drafted the Land Use and Development Code. In July of 1999, the Land Use and Development Code was adopted by the Town Board.
Today, the Planning Board continues to review Subdivision requests, Special Use Permits and zoning issues, in addition to maintaining, updating and improving upon the Land Use and Development Code. A Code which protects the open and natural character of the land; provides for planned growth of agricultural, residential, commercial and industrial use consistent with the economic and social needs of the community; preserves the town's natural resources and habitats; and promotes the health, safety and general welfare of the Township of Parishville, NY.
